Local Self-Government and Fiscal Decentralisation in European Union – UMCS

About this course

The module covers the knowledge in the area of the comparative local self-government sys-tems in the European Union. It includes the characteristics of the local self-governing com-munities, sub-national government areas of activity and sub-national public finances. It pre-sents the review of the fundamental terms and institutions of local self-government, the role of the European Union in the field of sub-national governance and sub-national revenues. The course will analyze the concepts of territorial, political, administrative and fiscal decen-tralization in countries of the European Union. The module develops the ability of compara-tive analysis of different law systems and distinct legal solutions, mutual relations of the au-thorities, concepts of local self-government, sub-national governance, and fiscal decentrali-zation doctrine.

Expected learning outcomes

KNOWLEDGE: 1. A student knows and understands how to define terms from the scope of compara-tive law, comparative administrative law, how to indicate where and in what context they are being used – K_W_01; 2. A student knows and understands how to indicate the law regulated relations be-tween sub-national institutions and inhabitants- K_W_04; 3. A student knows and understands decisions making subjects, having regard to ap-plying the law- K_ W_09; 4. A student knows and understands the laws and obligations of the local communities- K_W_13; SKILLS: 1. A student is able to interpret and apply the Comparative Administrative Law and other enactments regulating the issues on administrative bodies – K_U_02; ATTITUDES: 1. A student is ready to work in a group taking different roles- K_K_05; 2. A student is ready to set the priorities necessary to carry out, appointed by himself or others, tasks- K_K_09.
